ensure patient privacy, oppose permanent regulations
 

Do not enact the proposed permanent regulations as written. 

Abortion is a safe, legal, necessary medical procedure.  Parking space requirements and wider doorways do nothing to enhance patient safety.  Grandfather in existing clinics with strong safety records. The architectural standards should be applied only to new facilities.

Please rewrite the proposed permanent regulations regarding the confidentiality of patient records to ensure the strictest confidentiality for patient records.  Department of Health representatives should not have access to unredacted patient records.  If records are removed from a facility, they should be accorded strict confidentiality protections; there should be strong standards in place and strong repercussions for any breach in privacy or confidentiality.  Department of Health representatives should not have access to lists of current patients.  

The Department of Health should not have access to health center security plans or ownership information unless stringent privacy regulations are in place, with strong sanctions, including job termination, for any Department of Health representative who did not keep this information confidential.  

As a Virginian, as a woman, as the mother of daughters, I oppose these unnecessary regulations. Please base regulations on medical and scientific evidence rather than on political and religious beliefs.
