As a person who has served famlies and women with very low incomes, I urge you not to enact any regulations that limits access to high quality health care for families, and especially for women.
Access to high quality reproductive health care is a necessity for women with very low or no incomes. The clinics are cost effective sites for providing pap smears and breast exams, for providing family planning education, for providing screening for STI testing and treatment and for those who chose, a safe legal abortion.
There are no medical reasons for the regualtions. It is a travesty to spend scarce ressources and time on constructing alterations to clinics for a no medical reason. Furthermore, to burden poor woman by adding more barriers to getting healthcare is to purposefully deny health care services to some women. In addition, the regulations (barriers) are being imposed to satisfy a need to control access to high quality health care for poor women by people with personal and, perhaps, religious beliefs not held by many men and women. The first commandment of medicine and helath care is to "Do No Harm."
I believe theser egulations do harm to men and women and should not be enacted.
