This is Absolutely absurd. It's another spit Nall being thrown at the commercial fishing industry with hopes that something will stick. That discharge is nothing but air rated sea water with fish scales in it. Charter boats ground up fish for chum slicks to attract prey it amount to less pollution than than.  I would understand if this water came into contact with pollutants such as oil or other residues but it simply doesn't it goes in through a pump and right back out.
