As a resident of Norfolk, the Commonwealth's ongoing participation in the RGGI is mandatory! For the Governor to suggest withdrawing from the RGGI is absolutely ludicrous. For him to not have an alternative that would help us as much as RGGI has is further evidence of his arrogance and total disregard for the people who live in Hampton Roads. I guess that climate change and flooding are not an issue on his NOVA estate with it's conservation easement.
