There is no reason for withdrawal except political pandering by this administration. The people of VA want policies that help solve problems -- especially existential problems like climate change and the dire effects we're witness to now. RGGI is not a complete solution, but withdrawal is no solution  whatsoever. Do the right thing for Virginians.
