RGGI has demonstrated itself to be effective in providing benefits to all Virginians and it is, therefore, incumbent on us stay in it.  Yes, I understand it has increased electric bills by a small amount, but we've realized improvements in air quality due to a 20 percent decline in plant emissions and low-income families have been provided with energy-efficiency savings in their homes.  Don't the people of Virginia deserve these benefits?
