It's very clear that the purpose of these regulations is to create an end run around the legality of abortions at any phase.  They are a threat to safe legal 1st trimester abortions and create financial burdens for providers and clients.  These clinics have a good safety record over a long period and do not require the additional "protections" required by these regulations.  To drive them out of business will reduce the availability of women's preventive medical care in cancer screenings, family planning and sexually transmitted diseases.

In sum the regulators should follow the recommendations of the expert panel of OB/GYN doctors.
