The RGGI is an environmental neccessity. I am absolutely opposed to Virginia leaving RGGI. It is the express wish of the people of Virgina, via the elected legislature, to enter into RGGI. Many benefits of the initiative have already been realized, including lower power plant emissions, energy savings, funding for flood control, and low income family energy bill assistance program.
