I have no idea why the governor wants to leave the RGGI.  It has been nothing but beneficial.  I have not seen any arguments against it other than an inclination to say no.  It has served only to increase available funding to limit carbon emissions and harden Hampton Roads against flooding.  Can someone explain to me why we're leaving this?  We should continue to participate in RGGI.
