I believe that we are in a time of undeclared climate emergency. We here in zips 23503, 23518, and 23451 of Norfolk and Virginia Beach are losing our homeowners insurance because of it. We desperately need any incentive we can create to encourage abatement of carbon emissions. We also need help funding mitigation projects to control flooding. Membership in the RGGI does both. Keep us in it.
