It is incomprehensible that Gov. Youngkin and the Virginia Air Pollution Control Board would withdraw from RGGI in the wake of this summer's relentless heat waves, fires and flooding throughout the U.S.  Clear signs of climate change that will only worsen.  Participation in RGGI will allow Virigina to be in the forefront of the climate change battle, leading the way with innovations that will help all Virginians and the environment.  I oppose the effort to leave RGGI.
