Any regulation that impacts access to healthcare must be driven with awareness of and respect for patient confidentiality, and the evidence base to examine the facts.  To address this I believe a Public Hearing guided by physicians inthe OB/GYN field and other licensed healthcare providers is needed to carefully examine the appropriateness of what is proposed here and existing practice.  I question if this were not an election year, would these regulations be proposed.
