Today, I looked at photos of the home of an elderly woman living in her home by herself. She has applied for assistance through RGGI. The exterior walls of her home are constructed of cardboard and 6-mil poly. And this is just the beginning of problems the Weatherization Assistance Program has encountered to try to get her home to a point where it van even begin to look at making her home safe, healthy and comfortable for her. How did RGGI become a political football and a program that can assist eligible households with basic living conditions.
