There are other more creative ways to get the supposed benefits from being in league with states that have other objectives and reasons for the environmental regulations they make.  Virginia should be looking at our own state and our own needs to make our own regulations. We do not need or benefit from being tied into doing what  a state like California does. I urge you to find another way to help Virginia be in charge of making our own relevant regulations in this regard. We need to lead, not follow.
