Stay in RGGI

Virginia should stay in RGGI because it has helped us reduce carbon dioxide emissions, and it helps generate funds that help communities build resiliency towards climate change and help low income Virginians improve energy efficiency in their homes. Although we don't have as high emissions as China or even other states, it is still important that we continue to do our best to lower CO2 emissions because our efforts can be an example to others. If we are going to leave RGGI I think we need to have a clear plan for how we are going to continue managing CO2 emissions, and how are going to continue funding the programs that proceeds from the RGGI auctions generated.
