Virginia passed RGGI to help fight the existential threat of climate change.  It has proved effective by any quantitative measures.  Executive overreach by our governor is attempting to overthrow the will of the people.  When will the Republican Party wake up to the threat to our future imposed by climate change.  The answer is unfortunately never.  Okay they have the right to blindingly ignore science and reason.  But they don't and our governor specifically doesn't have the right to subvert the will of the people.  This lawless action to overturn RGGI must be opposed vigorously.
