I write on behalf of the Lodges of the Benevolent and Protective Order of Elks in Virginia, many of which are quite small and struggle financially.  Our Lodges are dedicated to helping others in the community, providing millions of dollars each year to serving those in need, first responders, Veterans, scholarships, and much more.  On the National level, supported by our Virginia Lodges, the DEA refers to the BPOElks as their "boots on the ground" in fighting the war against drugs and no other organization provides more support to the VA to help prevent Veteran homelessness.  We are dependent on the income from electronic gaming and other charitable gaming activities to provide the resources necessary to continue the support of these much-needed activities.   Further, it takes people, utilities and other operational expense to support the gaming and giving.  It takes dedication and concern, and it does not come free.

The proposed changes would greatly frustrate our efforts and decrease the resources available for charitable outreach, and our communities will feel the affects of that loss.  I strongly urge you to re-visit any suggested/proposed changes in the gaming law that would negatively impact the monies available for our charitable giving and service to the community.  Such changes are troubling to all fraternal organizations and, ultimately, it is the communities that suffer.  Who/what would you expect to take up the slack?   What would you really be accomplishing?  Who are you helping in our Commonwealth?
