Please keep Virginia in RGGI
 

Please keep Virginia in RGGI.  This is an important tool in our clean energy policy framework for reducing greenhouse gas emissions.  It’s complimentary to other clean energy laws.    

It’s important to remember that while the Virginia Clean Economy Act covers our two largest utilities, it does not cover independent producers, like non-regulated merchant power plants.  RGGI does.  Without RGGI we could end up with 100% clean energy from Dominion and ApCo by 2050 but still have merchant plants polluting our skies by burning fossil fuels.

If the biggest issue with RGGI participation is the cost to ratepayers, there’s ways to address that issue: reform the RAC system and other mechanisms that regulated utilities have for passing costs to consumers or allocate more funds generated from RGGI participation toward reducing electric bills.
