I think it is important that Virginia remains in the RGGI.  When something is working well we should not change it.  My husband and I will be traveling down the eastern coast of the U.S. in a few weeks and we will definitely stop in Virginia for a day or two.  The whole nation is part of the same world and this definitely affects us.
