VA should stay in the RGGI. Carbon credits are sound economic policy that provide market incentives for companies to become more environmentally efficient. If the fear is that power companies just pass on any costs to the consumers, the SCC can be given the power to control that. Taking profits from those who benefit from pollution and using that money to mitigate the impact in areas affected by it is good public policy.
