VA should stay the RGGI

The RGGI greatly benefit the frontline communities that are the first to deal with the effects of climate change and help fund community flood preparedness funds. These communities are the most affected by rising sea levels, and increasing floods in flood prone parts of Virginia, especially in densely populated coastal areas with large working class and low-income populations. Gov. Youngkin has not communicated a plan to replace the funds that go into this program and there is little to no justification for pulling out of RGGI.
