I am writing to express my opposition to Gov. Youngkin's proposal to withdraw Virginia from the Regional Greenhouse Gas Initiative (RGGI).  It is unlawful for Virginia to withdraw from this legal mandate.  The RGGI is effective in reducing greenhouse gases, and Virginia needs these measures.  Instead of abdicating solutions for climate change, Virginia should focus on regulating Dominion and enacting utility rate reform.  Thank you for considering my views.
