I want Virginia to do everything reasonably possible to reduce its greenhouse gas emissions, even if that involves higher prices for energy use. This is the only way we will promote energy conservation and efficiency. I also like the fact that RGGI is regional in scope -- it is good for us to be working regionally and not individually.
