Decades ago I worked for Central Power and Light Co., which had programs to help low income families with energy conservation and reduced monthly bills. That patch work approach had some merit, but we need a broader, systematic approach to doing the right thing by families and the environment. Virginia has plenty of neighbors that support RGGI, and there's no reason to discontinue this program, other than "politics as usual." We need the flood protection. We need the assistance for folks whose bills are greater than low-wage jobs can afford.
