As a Virginia resident I am writing to express my strong opposition to the repeal of Virginia's participation in RGGI. The Initiative has already helped reduce Virginia's greenhouse gas emissions and is an important element for achieving carbon free power by 2050. Just as importantly it has provided funding to construct energy efficient low-income housing, which is sorely needed, and to plan and prevent flooding. In my mind it is completely illogical to eliminate a program that is having such positive effects. If the issue is customer costs, then let's look at utility rate reform that regulates the utilities for the benefit of customers instead of shareholders.
