RGGI was conceived by Republican Governor George Pataki (NY) as an extension of a highly successful market-based approach for addressing acid rain. Since its implementation, RGGI has likewise proven successful at reducing targeted pollutants. Participating states have significantly reduced emission of criteria air pollutants, resulting in major health benefits and cost savings across the Northeast. Power plant carbon emissions have likewise declined, and economies grown, faster in RGGI-participating than non-participating states. Virginia needs leaders who recognize environmental challenges and pursue strategies to solve problems. Governor Youngkin should protect current and future Virginians by continuing our participation in this successful program to address climate change and air pollution.
