Pulling out of RGGI at this critical juncture is foolish and counterproductive to the other eastern states  regional cap on  CO2 of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, and Vermont.  Missing Pennsylvania in this alliance is no surprise considering the present political clime.  I would encourage the Governors office to reconsider and stay in this critical alliance for the good of the citizens therein.
