I simply don't understand the logic behind this move to pull out of RGGI.  Experts from UVA who helped design the program have built in controls that require that emissions go to zero in 2049.  And according to recent analysis, Virginia has received almost half a BILLION dollars from RGGI in less than two years, and $203m of that is for flood resiliency.  What is going on here?  Is the Governor wholly beholding to Dominion Energy?  Or is he simply ignorant of the details of the program?  Or is he a climate denier?  What's going on here?
