RGGI has brought hundreds of millions of dollars into Virginia's coffers to mitigate the damages from flooding and provide energy use reduction weatherization to lower income households. Clearly this legislation should not be over-ridden by a regulatory process. If our State government wants to honor its word about caring for lower income households, it won't abort RGGI.
