The RGGI creates financial incentives to move to cleaner energy.  Currently, fossil fuel producers receive a free subsidy from taxpayers to pollute the environment. The taxpayers are left with the bill for the cleanup while the fossil fuel producers profit.  The RGGI is important to protect the taxpayers in Virginia.
