The legislature has spoken on this issue on behalf of the people and entered RGGI. The executive should not unilaterally overturn this decision. As a state with coasts and national security installations vulnerable to sea rise, it is incumbent on us to do our part to reduce carbon emissions. In the choice between a smaller cost now and an enormous cost later, the people chose the wiser path and it should not be reversed. 

Additionally, I fail to see how helpful the regulatory town hall comments section is as a reflection of the people of Virginia's voice when it requires no verification, optional names, and self-reported locations. A serious overhaul of this town hall format is necessary to address trolling and the collection of irrelevant opinions from people outside Virginia.
