VICAP protocol is not operating by best practices as stated in standard for intensive in home services. Families should be assessed in their natural environment, in the home to get a detailed assessment of the family dynamics as it relates to the clients needs. With out having a full assessment of the family dynamics, the assessment is flawed and not fully developed in the best interest of the client. This will result in a sub standard recommendation because it dose not have all of the essential information. Perhaps this is purposeful so the “system” has plausible deniability in not recommending a more expensive level of care that is more appropriate for that client. A clinician can not make a recommendation for something they are unaware of.
 
My agency is does not offer this service, so I amy not have all the facts.
 
Was this a practice requirment for private agencies? Why would this not be the same standard for public agencies? Who benifits? Who does not?

residential services. The

place of the assessment for

Int. In-Home was not

specifically stated and that it

must be face to face.

QMHPs were allowed to

conduct the assessment with

a review by a licensed MH

professional for Int. In-Home

and Day Treatment for

Children.

Specific assessment data elements will be

required to ensure uniform and complete

assessments. The place of the

assessment for Int. In-Home is required to

be in the home as it is important to

evaluate family dynamics. LMHPs or

license eligible mental health professionals

will be required to conduct the

assessments for Intensive In-Home and

Day Treatment for Children due to the

acute nature of the service.
