As a climate measure, RGGI is a fraud, less than 0.035 inches in sea level rise reduction in 100 years. 

It is really a tax buried in your utility bill to subsidize protecting the million dollar homes and businesses built in low lying, waterfront areas, paid mostly by people who can't afford to live on the water.
