I oppose VA Administrative Code section 22 VAC 40-131-170 because it actually reverse descriminates against religious organizations.  Religious groups should have the same opportunity to serve in this capacity as non-religious organizations.  This regulatory action would reduce the already small population of willing families who can sponsor foster and adoptive children.
