Hello,

the agenda behind these proposed regulations may be a sign of the times, but it is detrimental to the state of adoption in America. Replacing a supposed form of discimination with a inarguable form of discrimintion is progress in reverse. The new regs would leave a lot of needy kids in the lurch. Please don't inflict this bizarre fringe-element code on the good people of Virginia.
