Virginia is a state that is already impacted by sea level rise.  The RGGI is a science based effort to mitigate climate change and sea level rise.  It is absolutely short sighted to remove Virginia from an effort to protect those Virginians who live along the coast.  

Also, the RGGI is a matter of state law, and it seems weird that the Governor would feel confident  undermining state law rather than working through the legislative process.
