VA needs to stay in RGGI. VA's coastal region will be under water if climate change continues. We have to work to save our state's environment now - and RGGI is an effective tool to help achieve that goal. Either we pay now (RGGI) or we pay much more later (infrastructure, relocation, etc). VA certainly won't be a military hub, or economic leader, if it's under water.
