It is important that the proposed stage for rulemaking regarding permitted events in Capitol Square (cf. 1 VAC 30-100) be reopened or extended to allow for adequate public comment. In comparison to the needs of those exercising First Amendment rights and in comparison to the provisions made for like events in some other states, it appears the amount of time for set-up and take-down may not be sufficient for good audio and video to be established by event organizers. As a citizen of the Commonwealth, I ask that the proposed stage be reopened.
