Bank Street is a key throughway for pedestrians and cyclists attempting to cross downtown safely. All other nearby streets are dangerous to vulnerable road users and not suitable for their use. Closing Bank street to pedestrians and cyclists would make crossing downtown much more dangerous for the most vulnerable people and must not occur. It must remain a public throughway if Virginia has any true commitment to a Vision Zero future.
