PURPOSE OF NOTICE: The Department of Environmental Quality (DEQ) is seeking persons interested in participating in a representative stakeholder group for the purpose of reviewing and making recommendations to the Secretary of Natural Resources and Chairs of the Senate Finance and House Appropriations Committees concerning the appropriate solid waste fee structure for funding a portion of the department’s direct solid waste program and efficiencies in containing permit costs pursuant to Item 354 of House Bill 30 (Acts of Assembly, Chapter 874, 2010 Session). 
 
DEADLINE FOR SUBMITTAL OF REQUESTS:       July 9, 2010
 
BACKGROUND: During the 2010 legislative session, the Virginia General Assembly passed the State Budget in House Bill 30 (Acts of Assembly Chapter 874). Item 354 of House Bill 30 reduced funding to DEQ’s solid waste program, by $1.25 million per year and directed the Virginia Waste Management Board to recover that funding through fees. On June 14, 2010, the Virginia Waste Management Board approved amendments to the regulation for solid waste management permit action fees and annual fees (9 VAC 20-90) pursuant to Item 354 of House Bill 30.
 
Item 354 of House Bill 30 also requires DEQ to convene a representative group of stakeholders for the purpose of reviewing and making recommendations to the Secretary of Natural Resources and the Chairs of the Senate Finance and House Appropriations Committees concerning the appropriate solid waste fee structure for funding a portion of the department’s direct solid waste program and efficiencies in containing permit costs. The department is to work in accordance with Executive Order 2 (2010) and make a final report no later than December 1, 2010.
 
STAKEHOLDER GROUP: The department is establishing a group to assist DEQ in reviewing and making recommendations to the Secretary of Natural Resources and Chairs of the Senate Finance and House Appropriations Committees concerning the appropriate solid waste fee structure for funding a portion of the department’s direct solid waste program and efficiencies in containing solid waste permit costs. Individuals interested in being on this group are asked to send their name, contact information, and credentials to the contact person listed below.
