I do not have a Ph.D in contract legalese, so going on line to read the documents concerning the poultry regulations was not very helpful. However, it does not take a lawyer to understand that indiscriminate use of fertilizers and waste products in close proximity to water resources is going to ultimately lead to problems that will extent to areas above and below ground. Eventually  these substances get into the ground water that we depend on for our everyday living. Being a person that enjoys the use of our nearby rivers, lakes, and streams for recreation I am in full support of your efforts to institute regulations that are going to help protect these resources. I would ask of the polluters "what good is the water you use to feed your animals if it is so corrupted with contaminates that it kills your stock. There is hardly a body of water in the eastern United States that does not have warnings about eating what comes out of it. It reminds me of the saying programmers used "garbage in, garbage out". Of course it cost money to properly handle these substances, but we can not continue to treat our land like it is a dump site and expect to reap any kind of rewards, in the form of healthy food or clean recreation. Money can not always be the bottom line and disregard everything else. Perhaps if fines were high enough it would bring about a little more cooperation. What about pride in ones business that becomes a leader in new breakthroughs in handling it's byproducts. I have recently revisited a stream in northern Pennsylvania that I fished for many years.  Because of the way people treated this beautiful forest it has been relegated to a day use only area. No more camping, trails closed, and the trash of the users still visible on the land and in the streams. My grandchildren will not be able to enjoy the beauty of such a place as I did for so many years. That my friend is a crime. I am not a so called tree hugger but I do recognize natural beauty when I see it and I do not want to see it abused. Keep up the good work.
