My name is Chad E. Hudson. I live at 18811 Island Dr. in Hagerstown, MD. I regularly fish, boat, and swin in the Potomac river from Williamsport,MD to Washington, DC. It is very important to me that upstream pollution from all tributaries, including the Shenandoah River be controlled. Any preventable measures that could reduce the delitirious effects on this watershed is therefore very important to me. When these measures are meant to address a flagarant abuse of outdated regulations, and control negligent abuse of the ecosystem I treasure, I must demand action. This pending regulation is essential to prevent further damage to the valuable natural resource I treasure. Scientific quibbling over the specific measurable concentrations of downstream phosphorous, or pointing out the lack of peer-reviewed, prospective, experimental trials demonstrating a causative affect of these pollutants on fish stocks is simply a red herring. Refusing any new regulations so that we may simply continue doing things the way we always have is an ad verecundiam arguement. They are both devoid of logic. Unless one can provide a credible arguement that these practices of grossly overwhelming the environment with phosphorous-laden pollutants is helpful, then these practices must stop. Failure to pass regualtion to do so is a blatantly corrupt government action perpetrated with full knowledge of the public's disapproval, and of the inevitable consequences from which we will all suffer. I live downstream, and hold those in power personally responsible for their actions.
