I am a Smallmouth catch and release fisherman.  I have fished the Shenandoah River several times over the past couple of years.  It is a beautiful, yet damaged waterway.  I have had much better luck fishing the New River and this is why I haven't frequented the Shenandoah or the Upper James for that matter.
 
I feel that the pending poultry litter regulation could do nothing but help the Shenandoah and all Virginia rivers.  Please pass this regulation as it would help not only the water quality, but it would bring much needed tourism money to the affected parts of our state.
