'The state forests should adopt the regulation but amend it by striking the
'concealed' requirement. State Forests were not specifically authorized to
regulate firearms generally by the General Assembly. The regulation as
proposed would violate Article 1, Section 13 of the Virginia Constitution;
the right to bear arms and Article 1, Section 14 of the Virginia
Constitution; the right to uniform government. Striking the concealed only
restriction will cure these deficiencies.'
