I am absolutely opposed to the proposed regulation that would allow an absentee ballot to be counted without clear proof of submission by the close of Election Day.  Such a regulation allowing ballots to be counted 3 days after Election Day would open up the door to fraud and abuse.  People have all kinds of ways and opportunities to vote early in VA and there is absolutely no need for such a regulation.  I am opposed and respectfully request a public hearing on the matter.
