Virginia’s sports betting law clearly requires permit holders, as part of their cooperation with investigations conducted by sports governing bodies, to provide account-level betting information and audio and video files to sports governing bodies. See Virginia Lottery Law; Sports Betting Section 58.1-4043(E) ("The Department and permit holders shall cooperate with investigations conducted by sports governing bodies or law-enforcement agencies. Such cooperation shall include providing or facilitating the provision of account-level betting information and audio or video files relating to persons placing wagers.")  Draft regulation 11VAC5-70-230(C) leaves out this requirement, which is inconsistent with the law.  It needs to be included.
