Please leave business alone, we are on the rebound! Yet you want more regulation, and make it easier for you to fine and keep collecting those fines. Virginia was known for a business friendly state, however, that's changing now.  LET'S think about this for a moment, most people are in a rush with there normal life, and now you want more guidelines and regulations to be permanent and easier to force these fines. This puts burden on the business and the consumer. 

Is there any date to provide that would make you consider these changes 

Are you really able to tell the  business owners how to run there business? 

Let's think strongly about this before you continue to ruin our business friendly state
