These regulations are so necessary as the Federal Labor Department has not issued any.  Workers are afraid to go back to work for fear of contracting COVID 19 and are seriously in danger of losing their jobs and unemployment if they do not return...From my past experience, I know that without such regulations, employers are unlikely to make the necessary changes to protect their workers.  Voluntary compliance simply does not work.
