Who gets to decide the "Where feasible" language, the employer, the employee or a VOSH inspector? The PPE requirements for high and very high rated exposure tasks identify very specific PPE required for those tasks but do not make exceptions for Fire / EMS or Law enforcement. How are they to perform their jobs wearing gowns? The standard requires gloves and gowns but doesn't specify what type of gloves or gowns are acceptable. There is a reason federal OSHA has not addressed Covid-19 but left it were it belongs, in the jurisdiction of the CDC and the Health Dept. VOSH/DOL inspectors are not epidemiologists and local governments should not be subject to thousands of dollars in fines because they may interpret this poorly written regulation differently than a VOSH inspector.
