What about HIPPA? This is proposed change is ridiculous government over-reach and invasion of privacy.  This is truly unnecessary and most citizens value their privacy.  I can only imagine that all the healthcare providers will not welcome even more paperwork/reporting that takes away from time actually seeing and caring for patients, either.
